The Town of Tazewell is seeking a qualified firm to provide both a crane and crane operating services
for the one-time lifting and placement of an approximately 45,000 lb. PRV Vault, which is a
component in our Rt. 460 Waterline Replacement Project within the town of Tazewell, Virginia. The
PRV Vault will be lifted by crane from a delivery trailer on the day of delivery and lowered into place
onsite thereafter immediately. At this time, we do not have a specific date to provide for the PRV Vault
delivery and installation, but can provide an anticipated date range of December 2, 2025, through
December 19, 2025. Once we have a firm delivery date, the Town of Tazewell would provide a
minimum 24-hours’ notice for the need for the crane and crane operating services.

To provide an opportunity for firms to assess the site location and develop a crane operating services
plan, a mandatory pre-bid meeting will be held on Friday, November 21, 2025, at 1:00 p.m. The prebid
meeting will begin at Town Hall, located at 211 Central Avenue Tazewell, Virginia 24651, and
then travel to the site located on Fincastle Turnpike.

Quotes submitted must include a total that reflects all surcharges, including any delivery fees.

Due to the cost of this purchase, we are authorized to use the Small Purchase Procedures as per the Virginia Procurement Act and the Town of Tazewell’s Purchasing Procedures, which states we must post a notice on appropriate website and solicit, in writing, four (4) written quotes.

Quotes will be accepted until December 1, 2025, at 10:00 a.m. The quotes will be reviewed and
awarded on December 1.

Except as otherwise provided, and in accordance with Virginia Code § 2.2-4342, all proceedings, records, contracts, and other public records relating to the Town’s procurement transactions shall be open to the inspection of any citizen, or any interested person, firm, or corporation, in accordance with the Virginia Freedom of Information Act (Virginia Code § 2.23700 et seq.). After award, all proposals become a matter of public record and are available for inspection by the public, except those portions of the proposals that were properly and timely identified as proprietary and/or copyrighted, and thus not subject to the Virginia Freedom of Information Act.

Unless otherwise specified, all formal quotes shall be valid for a minimum period of thirty (30) calendar days following the date established for acceptance. At the end of the thirty (30) calendar days, the quote may be withdrawn at the written request of the Offeror. If the quote is not withdrawn at that time, it remains in effect until an award is made, or the solicitation is cancelled.

The Town of Tazewell reserves the right to accept or reject any or all quotes and to waive any formalities or technicalities it deems appropriate.

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

By signing this proposal, the Offeror certifies that it does not and will not during the performance of this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986, which prohibits the employment of undocumented immigrants.
